I think it not even accurately defined. Simply not getting aroused, is not ED. If that were the case nearly every woman would be diagnosed as having FSD. Keep in mind that now they have pills to sell the pharmaceutical industry would like all men to be diagnosed as needing their product. So exactly what is ED for men..or FSD for women? Interesting question. Notice the political angle when they define each of those.
